Services Tailored to You and Your Clients’ Needs
In some cases, a preliminary plan review may be necessary to allow projects that are fast tracked or to start a conceptual reviews before a complete set of plans or specifications is available. The first step of this process requires a review of the overall code requirements for the building type and finished scope of the project.

When the specifications and designs are complete, a final review completes the process.

Plan Review Fees
Uniform Plan Reviews fees are competitively priced. The structure of fees is based on either a percentage of the plan check fee or on an hourly basis that could be charged directly to the applicant — while bearing in mind your constituents’ need to keep the permitting costs low and maintaining your department’s revenue considerations. The goal is to assist in making your department completely self supported while decreasing your overhead.

Our Team
Uniform Evaluation Services has partnered with JAS Pacific in providing plan review services. Key engineers include the senior management team with more than 145 collective years of experience working directly with many jurisdictions, towns, and counties, with tailored service program to meet their needs. With this experience also comes extensive accreditation and expertise, including licensed engineers and professional registration and certification.

Paul Armstrong, PE, has more than 21 years' experience as a licensed Civil Engineer and he is a Certified Building Official. We are confident that any jurisdiction will value his capabilities and consider him an asset to its operation.

With more than 40 years' public sector experience, Fady Mattar, PE, has thorough knowledge and expertise in all aspects of building services. As a California licensed Mechanical Engineer, a Certified Building Official, and certified Mechanical and Plumbing Inspector, he has held positions such as Mechanical Engineer, Chief Plumbing and Mechanical Inspector, Supervising Mechanical Engineer and Building Official.

With more than 20 years' experience, Jack Leonard, PE, has a strong combination of both private and public sector expertise in building services. As a California licensed Civil Engineer and Certified Building Official, he has held positions such as Assistant Engineer, Design Engineer, Plan Review Engineer, Building Director, and Building Official.
